Morocco

The country’s potential

Morocco has great potential to produce and use green hydrogen in existing industries (ammonia and steel production). There is also potential to develop new industries based in renewable energy and green hydrogen, including the manufacturing of hydrogen technologies.

Our partners

Ministry of Industry, Ministry of Energy Transition and Sustainable Development, IRESEN, GIZ Morocco (PtX Hub), GIZ Business Alliance, GCF.

Aim of our intervention

Contribute to enhancing the enabling environment by advancing on capacity building of public and private sector as well as enabling key policy levers that will inform and improve the country's policy framework on steel production.

Short description / Scope of intervention
  • Strengthen the capacity of Moroccan stakeholders relevant for the application of green hydrogen in industry and in steel production, including policymakers through engagement activities, capacity building, knowledge dissemination and development of studies and documents. These activities will address the lack of engagement,
awareness and capacity of the government institutions as well as insufficient information for the production and application of green hydrogen in steel production.
  • Support in the development of pre-feasibility assessments for domestic hydrogen use in steel production as well as further analyses of environmental, social and water related implications. These activities will address the lack of feasibility studies and information on the environmental and social impact that the application of green hydrogen in steel production.
  • Develop one high quality GCF Project Concept Note for a large-scale project on the production of green hydrogen and its application in steel-based industrial clusters. This would also contribute to the lack of bankable projects and projects concepts for DRI/EAF in Morocco.

Lorem Ipsum is simply dummy text of the printing and typesetting industry. Lorem Ipsum has been the industry's standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book. It has survived not only five centuries, but also the leap into electronic typesetting, remaining essentially unchanged. It was popularised in the 1960s with the release of Letraset sheets containing Lorem Ipsum passages, and more recently with desktop publishing software like Aldus PageMaker including versions of Lorem Ipsum.

Tunisia, Austria and UNIDO advance long-term collaboration on green hydrogen
TUNIS - More than 80 Tunisian and Austrian stakeholders, with 30 percent of women representation, gathered in a technical workshop on green hydrogen and water-related impacts. The event was co-organized by UNIDO in cooperation with the Austrian Ministry of Climate Action (BMK) to discuss future collaboration and projects in hydrogen between Tunisia and Austria. As with other European countries with a strong industrial sector, Austria is prepared to invest in cutting-edge and climate-neutral technologies for green steel and chemicals, and to minimize their carbon footprint. Achieving decarbonization objectives require vast quantities of green hydrogen and green electricity, which requires large investments, along with the development of transport infrastructure/trade corridors and collaborative partnerships. Specifics of the Austrian hydrogen strategy and climate commitments were presented by a representative of the BMK. Whereas, the Tunisian strategy, currently under development was introduced by a representative of the Tunisian Ministry of Industry, Mines and Energy who stressed challenges, such as water scarcity in Tunisia.Tunisia's strategic geographic location, vast renewable energy potential, and stable political situation are excellent conditions for the country to become a producer of green hydrogen, both for internal and external markets. Green hydrogen production can help decarbonize Tunisian metallurgical, ceramic and glass sectors; and create new sustainable industries such as fertilizers based on green ammonia. It also has the potential to become a catalyst to meet Central Europe's, including Austria's hydrogen needs across industries, transportation, and energy. Participants discussed that the current gas corridor between North Africa and Southern Europe can be repurposed to transport large quantities of cost-competitive green hydrogen from Tunisia through Italy to central Europe, including Austria leveraging existing gas infrastructure. The discussions pointed out that:It is fundamental to take into consideration and understand how green hydrogen can be integrated into the country’s renewable energy portfolio and be deployed in industries. Green hydrogen production should not absorb renewable electricity capacities, thereby, decelerating domestic energy transition.Green hydrogen market development opens new opportunities for developed and developing countries. To succeed, the existing market barriers must be addressed. These include the lack of coordination, skills and competencies, financing and investment mechanisms, policies, and regulations.

UNIDO and Morocco reinforce partnership to drive green industrial development
RABAT, 16 May 2022 – Gerd Müller, Director General of the United Nations Industrial Development Organization (UNIDO), is making an official visit to the Kingdom of Morocco to discuss future cooperation between UNIDO and Morocco. The Director General met with Aziz Akhannouch, Head of Government of Morocco, and agreed on stronger cooperation and a new joint initiative on green hydrogen.Müller said, “Together, we have achieved great success in many areas to advance industrial development in the country. We have cooperated on more than 250 projects, and in 2019 we signed a new framework for cooperation: the Programme for Country Partnership. Today, we renew our commitment to take this cooperation further.”During a meeting with Ryad Mezzour, Minister of Industry and Trade, the two agreed to join forces to accelerate the Programme for Country Partnership, implement a road map for the decarbonization of industry and mobilize green funding. They also launched a portal on industrial zones, jointly developed with MCA-Morocco (a programme agreed by Morocco and the US Millennium Challenge Corporation) to promote investment in industry and strengthen competitiveness. In a second joint declaration, signed by Müller, Mezzour, and Leila Benali, Minister of Energy Transition and Sustainable Development, UNIDO and Morocco agreed to accelerate the use of green hydrogen in industry.Mezzour said, “This new impetus given to our partnership will promote the emergence of highly relevant projects responding to the major challenges of our industry, particularly in terms of industrial decarbonization and resilient, inclusive and sustainable development, as well as the priorities of the Kingdom’s New Development Model. It will undoubtedly contribute to achieving our goal of making Morocco the most competitive low-carbon industrial base in the world.”For his part, Müller underlined, “UNIDO will provide strong support to the implementation of the UN Sustainable Development Cooperation Framework, which directly contributes to Morocco`s New Development Model. As we join forces with other UN agencies, UNIDO will use its partnership platform to support Morocco in renewable energy, a circular economy and data-driven industry to realize ambitious decarbonization goals for the industrial sector and the Sustainable Development Goals”.The UNIDO delegation started the mission in Morocco by visiting the Mohammed V Mausoleum to pay tribute to the late sovereigns, King Hassan II and King Mohammed V.
